I'm stumped on this one. It definitely isn't cognata as the phyllodes look terete, not merely narrow. It's a toss up between genistifolia and verticillata, but comparing it with my photos of both those, it doesn't look quite right for either. Flowers aren't pale enough for genistifolia and phyllodes are not in groups of 3 as in verticillata. Given the shot is not well focused, I'd suggest dumping it.

I have found genistifolia with bright yellow flowers. I did not pick up that the phyllodes were cylindrical.
