Photos of the whole plant and clear photos of the leaves and stem when present, as well as og a flower, are nearly always needed to get an ID to species level. Add a comment to say you have done so or it disappears into the system and noone knows you have added them.
Possibly Goodenia bellidifolia. However, from your description of the leaves, and photo 2, of thick flesht leaves, none of the leaves belong to the goidenia. As far as I know, the only goodenia in the area that does not have a branched stem is Goodenia bellidifooia subsp. bellidifolia. If there is a moderator who knows the Jervis Bay flora well, they would know better than I what the small goidenias there are.
