An interesting one. Undoubtedly a falcon of some sort. The apparent hood and lighter under-collar are suggestive of either Peregrine or Hobby, but the wing shape is too broad and not pointed enough, the tail is too long and rounded, and what can be made of the underwing pattern is all wrong. All of those features are more consistent with Brown Falcon, as is the overall jizz of it's shape. If it is a Brown Falcon, I'm at a loss to explain the dark chin/throat and lighter gorget.

Probably an immature starting to get the pale feathering around the face from the all dark juvenile plumage.
