I think there were several more of these in the area, but this was the only one I could see that had open buds

Usually only a few flowers will open and its not uncommon for none at all to open. The flowers have non-functional sex organs and reproduce apomictically to produce seed-like structures without fertilisation. It is also common for the flowers to open imperfectly or have missing organs. Its a weird but successful system of reproduction.
