There are so many species of Pomaderris on the coast that I would not even attempt to ID unless it was in full flower, and were provided with leaf length and width.

I don't think it is even a pomaderris - possibly either Olearia tomentosa or Correa reflexa. Pretty ratty specimen. I'd be thinking about ditching the photo. Both are very common.
