I agree with Marg that it is some sort of palm seedling, but I can't say which one. I've compared it with my shots of Livistona and Phoenix sp seedlings and it's not a good match to either of those. Maybe one of the other popular palms in gardens? As it is, we can't even get it to a genus, unfortunately.

Now it is out in the road! I'd say in this middle of town location it is quite likely to be a feral palm of some sort, but no way of telling which one. Probably best to just ditch the sighting, but keep an eye out for more advanced specimens in bush round the edge of town.
