Not a grass, but a sedge of dry habitats. I think of it as the monofilament lamp plant, if you remember those lamps that used to sit on top of people's televisions back in the 60s or 70s. Very distinctive plant, even if not flowering. The only similar thing is Schoenus melanostachys, but it tends to grow in wetter areas, and not en masse like this species.
