Rough, white underside of leaves, 10mm length with small white hairs

Not Euphorbia paralias, looks like Leionema diosmeum (Syn. Phebalium diosmeum) or a related taxon.

Were the leaves aromatic when rubbed? This is a good test for the families Myrtaceae (eg gum trees. lilly pillies) and Rutaceae (orange family eg Philotheca, Leionema). From your description, I agree with Plants - probably Leionema diosmeum.
