This looks like the introduced Cyperus albostriatus, which according to the Flora of NSW is an occasional garden escapee around Sydney and Nowra. I guess we can now add "and around Pambula". It would be worth removing it given the amount of potential wetland habitat for it to invade at Panboola, and making a bit of a search for any more of it.
