3 individuals caught & dumped in the bushes by a local fisherman

There were a couple of guys fishing for flat head maybe 500m down the beach by the reserve boundary. So I'm wondering if these were caught dubiously close to the boundary (where there are more fish) & stored here to cover tracks?
