Hi Ross ... I can see why you thought this was Harpobittacus, a Scorpion Fly. Long legs, hanging from a bush. But the halteres are the give away here. Scorpion Flies (Mecoptera) have two pairs of equally-sized 'normal' wings. Only True Flies (Diptera) have the second pair of wings reduced to these balancing organs (halters). So, it's a Dipteran ....
