One of many dead sea birds washed up on Heywards Beach near Camel Rock after very windy weather.

A shearwater (muttonbird) but I wouldn't want to try and take it any further than that. Large numbers of beach-washed dead shearwaters is a pretty common event when they are migrating down the coast to Bass Strait islands.

On second thoughts, although hard to identify from similar Shearwaters just on appearance, given the timing during the Short-tailed Shearwater migration period it seems a pretty good bet that that's what it is.
