Looks like E.obstans is included in E.burgessiana by EUCLID https://apps.lucidcentral.org/euclid/text/entities/eucalyptus_burgessiana.htm
but still listed separately on PlantNET

Yes, I know Dean has referred me to E.burgessiana on plants I had thought were E.obstans. I generally follow the atlas of living Australia for taxonomy, and they maintain E.obstans so that would be my preferred course
