I just do not get the point of recreating a whole new species list for each area!

I think the logic goes something like this. Many citizen scientists like to strongly assocaite with the species they record on their own 'patch' , For example, the ACT Government likes to encourage people to form groups and participate in volunteer groups supporting management of an area or a reserve eg. The Red Hill Regenerators.; Friends of O'Connor Ridge etc. An impetus may develop to record the species biodiversity of such areas to protect them from development pressures Local governments and state/territory governments have nature conservation responsibilities so they like to compile data banks of species diversity for their areas. NatureMapr is actively fostering these motivatins by being strongly regionally and reserve based in the way it compiles and manages its data. Aggregating data on a regional and local area basis can have value for local and regional governments as they establish and manage their nature conservation priorities.
